Purpose

To consider approving the design and
construction works for a new primary school in the Western
Expansion Area.

Amended
Decision:

1.1    That the resource allocation
and spend approval of £18m in the 2026/27 Capital Programme
to fund the capital works be approved.

1.2    That approval be granted
to commence the procurement process for a contractor to design and
build the fourth and final Primary School via a National Framework.
A further competition will be held which will be evaluated on Price
(40%) and Quality (60%).

1.3    That approval be granted
to tender a further competition for the following two Professional
Services contracts, Project Management and Quantity Surveying
services (combined) via a National Framework, and approval to
award NEC Supervisor service via a National Framework for
Professional Services.

1.4    That, subject to the
successful tender coming within the allocated budget, authority be
delegated to the Director of Environment & Property, in
consultation with the Director of Finance and Resources, to award
contract(s).
