RESOLVED:
1. That this Council welcomes
the publication of the New Town Taskforce report which names Milton
Keynes as one of the twelve potential sites for the next generation
of new towns.
2. That this Council
notes:
a)
Being a new town may provide the opportunity to
ensure that as the city grows, we attract even greater levels of
investment in affordable homes, public transport, health facilities
and other infrastructure required to deliver successful
communities.
b)
The opportunity to engage proactively with
government on shaping the future plans
for Milton Keynes and delivery of the level of affordable housing
the city needs.
3.
This Council believes that, in order to
build resident confidence and ensure that new development
contributes positively to Milton Keynes, this Council:
a)
Supports efforts for the Council to continue acting
as the local planning authority and retain appropriate planning
committee powers.
b)
Recognises the value of the Council continuing to
play a key role in preparing development briefs to help shape
thriving and sustainable communities.
c)
Supports that planning for any new development must
take into account the likely long-term
traffic flows to help to minimise impacts on existing
communities.
d)
Supports the principle of adoptable standards, with
appropriate arrangements and funding for future transfer of public
assets to the Council.
e)
Believes that effective tenant and homeowner
representation must be included in the governance of management
companies to ensure residents have an active role in how their
communities are managed.
4.
That this Council asks:
a)
All councillors to support working with government
to ensure that the views of local people are reflected in how the
proposals are progressed and that local people retain a strong role
in future decision-making.
b)
The executive to ensure proper engagement on the
benefits that a new town could bring to our residents, businesses
and our economy.
c)
The executive and senior officers to keep
councillors, stakeholders and the local community fully informed,
as appropriate, on how discussions are progressing.
