Purpose
To consider the required capital funding,
procurement arrangements, and school organisational changes to
deliver additional SEND provision in a number of schools across the
city.
Content
1. That the
addition of specialist provision units at Bushfield School, Wyvern
School, Downs Barn School, Portfields Primary School, The Willows
School and Early Years Centre, Wood End Infant and Pre-School,
Summerfield School, and expansion of existing provision at Romans
Field School and The Woodlands School, be approved.
2. That the
release of S106 developer contributions and High Needs Capital
Allocations, as outlined in Annex A to the report, be approved.
This includes funding allocation to support approved academy school
projects.
3. That
authority be delegated to the Director of Children’s Services
and Assistant Director for Education, Learning and Inclusion, in
consultation with the Cabinet member for Children and Young People,
to make any necessary amendments to the proposed funding
allocations detailed in Annex A to the report.
4. That the
commencement of the procurement processes for three Milton Keynes
City Council managed capital projects be approved, utilising mini
competitions to suitably pre-qualified and competent suppliers via
a national construction framework. These projects are at Tickford
Park Primary School, Romans Field School and The Woodlands
School.
5. That the
commencement of a procurement process for project management and
quantity surveying services be approved utilising mini competitions
to suitably pre-qualified and competent suppliers via a national
framework.
6. That
authority be delegated to the Director of Children’s
Services, in consultation with the Director of Environment and
Property and Director for Finance and Resources, to award the
pre-construction contracts following the completion of a tender
process for the three Council managed capital projects.
7. That
authority be delegated to the Director of Children’s Services
in conjunction with the Director of Environment and Property and
Director for Finance and Resources, to award the construction
contracts following the completion of the pre-construction services
agreement stages for the three Council managed capital
projects.
