Purpose
To consider adopting a Public Space Protection
Order against dog fouling.
Content
1. That the
criteria for making a Public Space Protection Order (PSPO) in
respect of Dog Fouling, as set out in section 59 (2) and (3) of the
Anti-social Behaviour, Crime and Policing Act 2014, be
met.
2. That,
having taken into consideration the consultation responses in Annex
B to the report, the new Dog Fouling PSPO, as set out in Annex A to
the report, be approved.
3. That in
respect of a localised PSPOs in relation to further dog
control:
(a) the process
for authorising as set out in Annex D to the report, be agreed;
and
(b) authority be
delegated to the Assistant Director for Environment, Waste and
Commissioning, to commence a public consultation, if there appears
to be sufficient evidence that a PSPO would meet the statutory
criteria.
