RESOLVED
–
1.
The MK Waste Recovery Park (MKWRP) plays an important role in
supporting the city’s Net Zero Carbon strategy. However, as a leading edge waste disposal
technology operating in a volatile marketplace there are potential
risks to the Council that must be carefully monitored. The
Committee recommends that the Corporate Oversight and Scrutiny
Management Committee include in their regular considerations key
performance indicators to monitor the performance of the facility,
particularly in terms of its availability and
throughputs.
2. The
Committee requests that the Head of Environment and Waste updates
the financial modelling presented at page 21 of the MKWRP review,
which compares the forecast cost of the operation of MKWRP against
suitable comparators, such as landfill, to include current and
forecast future costs and that this is distributed to the members
of the Committee.

The Committee recommends that the Head of Environment and Waste
further explores the opportunities for collaboration and sharing of
expertise with other local authorities operating the same or
similar waste technologies, with a view to maintaining the good
performance of the plant and to identify areas of potential cost
saving.

The Committee recommends that the Cabinet Member for Public Realm
considers options to lobby for energy produced by Advanced Thermal
Treatment (ATT) processes (which includes MKWRP) to be excluded
from any future carbon tax, on the basis that its outputs are
renewable energy. The Committee
suggests that such lobbying could be carried out in conjunction
with other local authorities employing ATT for waste
disposal.
5.
The Committee recommends that the Committee Planning Group consider
a suitable time to bring a progress report to the
Committee.
