Purpose

To consider (further to initial consultation
and market engagement) approving the final details of a hybrid
Housing Services delivery model for reactive repairs and
maintenance services, including gas services and ancillary capital
activities from April 2025.

Content

1.1 That the public and press be excluded from the meeting
by virtue of Paragraph 3 (Information relating to the Financial or
Business Affairs of the Authority) of Part 1 of Schedule 12A of the
Local Government Act 1792, in order that the meeting may consider
the Confidential Annexure A of the report.
1.2 That the consultation responses detailed in Annex A
which form part of the consideration of these decisions, be
noted.
1.3 That subject to stage 2 consultation, and appropriate
procurement activities, a Hybrid Housing Services delivery model,
comprising the following, be agreed:
a) directly procured and contracted compliance assessments,
some compliance services (excluding gas services) and capital
compliance works (public procurement regulations compliant
processes commencing from April 2024), with authority delegated to
the Director Environment and Property to confirm and implement the
appropriate procurement routes for the compliance services and
capital works and to approve the award of the contracts following
the respective procurement exercises;
b) outsourced planned and reactive Repairs and Maintenance
Services (R&M),including gas
servicing and boiler replacements, voids, windows, bathrooms,
kitchens, communal works and the contact centre, from April 2025, with remaining capital
works (for example roofs and one-off schemes) directly procured by
the authority; and
c) aids and adaptions to HRA properties and Disabled
Facilities Funded Grant work (to non-HRA properties), with input
from Adult Services.
