The Committee welcomes the Road Safety
methodologies and proposals presented and wishes to convey its
thanks to the Head of Highways and the Traffic and Transportation
Manager for their work in this area and for their presentation
before the Committee. The Committee would like to record its
approval of the road safety strategies employed by the Highways
Dept.
The Committee notes that monies available to
install road safety measures in the vicinity of schools is limited
and that only several schemes per year are likely to be
feasible. This Committee recommends that the Head of Highways
consider how such measures can be specified and thereby funded
through section 106 agreement at the time that new schools are
planned and built.
The Committee notes that the e-scooter trial
will be evaluated in the near future and recommends that the
Cabinet Member for Climate and Sustainability gives due
consideration to a) a requirement for future contractors be obliged
to install a device that makes ample warning noise in order to
alert pedestrians to the approach of an e-scooter, and b) that
measures and obligations are put in place that require the deposit
of e-scooters at a suitable parking place to eliminate the random
dumping of e-scooters and the nuisance and potential dangers caused
by that.
