That the Finance Team be thanked for their very
comprehensive presentation updating the Committee on the final
outturn of the Council’s 2022-23 budget and the Treasury
Management position.

2.            
That the Committee notes the overall strength of the
Council’s financial position in what is currently a difficult
financial climate and commends the work being done by the Finance
Team to maintain this position.

3.            
That the Committee’s Planning Group considers
including in the 2023-24 Work Programme scrutiny of the
Council’s approach to collecting outstanding debts from
“other debtors”.

4.            
That the Committee’s Planning Group considers
including in the 2023-24 Work Programme scrutiny of the
Council’s current liabilities in the Capital
Programme.

5.            
That the Committee’s Planning Group considers
including in the 2023-24 Work Programme an item on the management
of recharges, how the Council could possibly maximise appropriate
income generating streams and whether this would provide sufficient
income for some services, such as adult social care, to be
self-financing.
