Purpose

To consider the Council’s financial forecast outturn position for Quarter 1 2026/27 and amendments to the Capital Programme.

Decision

RESOLVED:

  1. 1        That the GFRA forecast outturn underspend of (£4.832m) against budget be noted.
  2. 2        That the Housing Revenue Account (HRA) forecast outturn underspend of (£0.480m) against budget be noted.
  3. 3        That the Dedicated Schools Grant (DSG) budget was set with an estimated surplus carry forward into 2026/27 of £2.514m; the forecast position at 31 March 2027 is expected to be an overall surplus carry forward of £5.004m, within this figure however, is a forecast deficit on the High Needs Block of £0.146m.
  4. 4        That the Dashboards to support the outturn position be noted, these are set out in Annex A of the report.
  5. 5        That the reserves position as detailed in Annex B of the report are noted.
  6. 6        Cabinet approves the additions and amendments to resource allocation and spend approval for the 2026/27 capital programme set out in Annex C of the report. 
  7. 7        The forecast outturn position on the 2026/27 Capital Programme as an overspend of (£0.410m) after slippage of £1.333m as detailed in Annex D of the report be noted. 
  8. 8        The forecast outturn position on the 2026/27 Tariff Programme as a nil variance after slippage of £1.102m as detailed in Annex E of the report be noted. 
  9. 9        Cabinet approves the additions and amendments to resource allocation and spend approval for the 2026/27 Tariff programme set out in Annex F of the report. 
  10. 10    That the Treasury Management report including prudential indicators, as detailed in Annex G of the report is noted.
  11. 11    That the virements to the original budget as detailed in Annex H of the report are approved.
  12. 12     Cabinet approves the Debt Write-off exceeding £50k as outlined in paragraph 2.3 of the report.
