Purpose

To review the progress on the Council’s Disposals Programme and to consider approving the inclusion of several additional properties within the programme, enabling their future disposal in accordance with the Council’s asset management objectives.

Decision

1. That the progress of the Disposals Programme be noted.
2. That Whaddon Way Day Centre be added to Tranche 2 of the Disposals Programme.
3. That the former Arts Centre, Radcliffe Building and the North and South Pavilions at Great Linford Park (known collectively as the Courtyard), be added to the Tranche 2 of the Disposals Programme but not be disposed of for 12 months from the date of this decision.
4. That the Household Waste Recycling Centre at Newport Pagnell be added to Tranche 3 of the Disposals Programme upon its closure.
5. That for additional Tranche 2 and 3 disposals, that authority be delegated to the Director of Environment and Property, in consultation with the Deputy Leader and Cabinet member for Resources and Customer Services and the Assistant Director of Finance, to finalise the arrangements for:

(a)       obtaining property valuations which are compliant with the obligations under S123 of the Local Government Act, 1972, (the ‘best consideration’ obligation); and

(b)       to determine the most advantageous method of disposal on a case-by-case basis.
