Purpose

To consider receiving additional HIF grant funding from Homes England and a conditional contract amendment with Berkeley St James to complete delivery of strategic highway infrastructure at MK East.

Decision

  1. That the public and press be excluded from the meeting by virtue of Paragraph 3 (Information relating to the Financial or Business Affairs of the Authority) of Part I of Schedule 12A of the Local Government Act 1972, in order that the meeting may consider the exempt Annex to the report.
  2. That an additional £50m of HIF funding for Berkeley strategic highway works be accepted and that the Council enters into a Deed of Variation of the Grant Determination Agreement (GDA) with Homes England to reflect the additional funding and the extension of the availability period to March 2028.
  3. That the Council enters into a Deed of Variation to its Grant Share Agreement with Berkeley (St James) allowing Berkeley to utilise this funding to complete the strategic highway works to an agreed programme.
  4. That this report and associated papers be provided to the Budget & Resources Scrutiny Committee Planning Group for transparency purposes, with the Group to determine whether to include the matter in its work programme.
