Purpose

To consider approving the procurement of a
contactor to deliver 66 new Council Homes at the former Cripps

1.        
That a total scheme budget of
£29.2M, be allocated
to complete the design and build of
66 new Council homes at the former Cripps Lodge site, noting
that:

(a)        this budget is
included in the overall HRA Business Plan capital programme and in
the budget approved in February 2024, and will now be allocated to
this scheme;

(b)       the project is
financed by £13.7M of RTB 141 receipts together with HRA
borrowing, which avoids them being returned to Government;
and

(c)        the total
budget also includes provision for oncosts, construction and
borrowing.

2.
       
That the appointment of a contractor for the development be
progressed as follows:

(a)        a mini/further
competition through the LHC Procurement Group framework or the
Pretium framework; and

(b)       the delegation of
authority to the Director Environment and Property to determine the
most appropriate framework, including the applicable lot/s or
workstream/s under the chosen framework.

3.         That,
subject to the successful tender being within the allocated
budget, authority be delegated to the Director Environment and
Property in consultation with the Director for Finance and
Resources and Cabinet Member for Housing, to:

(a)        approve the award of contract to the successful
bidder following the further competition under the chosen
framework; and

(b)       agree the finalise
the final detailed design and arrangements for the construction of
66 new council homes.

4.        
That authority be delegated to
theDirector
Environment and Property to procure and appoint a wider
professional team, including professional cost consultants and
multi disciplined engineers, utilising appropriate frameworks and
where appropriate to reappointing consultants who have already
contributed to the project, for continuity, value for money
and pace (included within the overall budget and spend
request).
