Purpose

To consider approving the consultation of the
Land Drainage Enforcement Policy. The Policy sets out how the Lead
Local Flood Authority will review reported cases and take necessary
action where the lack of action would result in a high likelihood
of flooding with a large impact.

Content

1.         That the
draft Flood and Water Management: Land Drainage Enforcement Policy,
as set out in the Annexto the report, be published for a six-week
period of public consultation.

2.         That
authority be delegated to the Director of Environment and Property,
in consultation with the Cabinet member, to finalise the arrangements for:

(a)        the draft
Flood and Water
Management: Land Drainage Enforcement Policy document and to
take into consideration any representations made during the
consultation; and

(b)       adopting and
publishing the final Flood and Water Management: Land Drainage
Enforcement Policy document in a subsequent Delegated
Decision.
