Content

1.         That the
Committee recommend that the Executive amends the Taxi Licensing
Policy, as follows:

(a)        there are no
age restrictions for zero emission vehicles;

(b)       the six-year maximum
age restriction to first licence a vehicle be removed;
and

(c)        the maximum
age to licence a diesel vehicle be 12 years; a petrol vehicle be 13
years; and a hybrid vehicle be 14 years. 

1.2       That the Committee
recommends that the Executive consider establishing an independent
Committee, which would be supported by officers from Legal,
Finance, Taxi Licensing, Regulatory Services, Sustainability and
Transport Services, to explore how the Council can facilitate the
transformation of its licensed fleet of vehicles to fully electric
/ hydrogen power (zero emissions at the tailpipe) by 2030 (local
net zero target) or 2035 (when petrol / diesel vehicles will no
longer be manufactured).
