RESOLVED
-
1.     
That a short-term extension to
the Council’s existing panel of Independent Persons,
authorised by the Director of Law & Governance, for the period
1 October – 20 November 2024 be noted.
2.     
That, subject to the completion
of due diligence, it be recommended to full Council that the
current panel of Independent Persons be appointed for a period of 4
years.
3.     
That, subject to consultation
with the Monitoring Officer and s151 officer, the Committee endorse
the commencement of a recruitment exercise for up to two additional
Independent Persons and that authority be delegated to the Chair
and Vice-Chairs of the Committee to progress this.
4.     
That, subject to prior
consultation with the Monitoring Officer and s151 officer,
authority be delegated to the Chair and Vice-Chairs of the
Committee to recommend a revised remuneration package for
Independent Persons to Council as follows:
a)     
Yearly retainer of
£350
b)    
Assignment fee of
£150
c)     
Payment of mileage and parking
expenses (upon receipt of a claim and receipts) for attendance at
Standards Committee meetings, and any Hearing Sub-Committee
meetings).
5.     
That the Chair and Vice-Chairs
of the Committee consider asking the Monitoring Officer to prepare
a report for a future meeting on the merits of a maximum number of
terms and a process of rotation for Independent Persons.
