Purpose

This report seeks approval to reallocate held Section 106 open space contributions to fund the refurbishment of Testwood Paddling Pool, Totton, and held transportation contributions to relocate and upgrade a bus shelter at Hampton Lane, Blackfield.

The works at Testwood Pool will involve installing a safety surface to bring it into line with the Eling and Hanger Farm pools. The works at Hampton Lane involve relocating the bus shelter behind the pavement and providing a new shelter with seating.

The schemes support the Council’s Corporate Plan objectives relating to caring for our facilities, neighbourhoods and open spaces in a modern and responsive way and shaping our place now and for future generations.

Funding for both schemes would be met from existing developer contributions held by the Council for use in Totton and Eling and Fawley, with no direct financial cost to the Council.

Decision

On 27 July 2026, Cllr Derek Tipp, the Portfolio Holder for Planning and Economy made the following decision:

That £42,830.87 of held Section 106 open space contributions secured from developments within the Totton and Eling area be reallocated for use within the same geographic area to deliver enhancements to Testwood Pool; and

That £9,238.36 of held Section 106 transportation contributions secured from developments within the Fawley area be reallocated for use within the same geographic area to deliver the relocation and upgrade of the bus shelter at Hampton Lane.

Any member of the Council, who is not a Portfolio Holder, who considers that this decision should be reviewed should give notice using the call-in facility at the top of this page on the Council’s intranet / extranet site. Alternatively, notice can be given to the Monitoring Officer (Matt Wisdom) (in writing or by e-mail) to be received ON OR BY 5.15 pm on 3 August 2026.

Reasons for the decision

The proposal for Testwood Pool will improve the experience and safety of visitors to the pool. This scheme supports the Corporate Plan objectives relating to caring for our facilities, neighbourhoods and open spaces in a modern and responsive way, while making effective use of developer contributions already held by the Council.

The proposal to move the bus shelter will remove the obstruction from the footway and the upgrade will provide a modern bus shelter with seating.
