Purpose

This report seeks approval to reallocate held Section 106 transportation contributions to fund a pedestrian safety improvement scheme on Water Lane, Dibden, in the vicinity of Noadswood School.

The proposed works involve an extension to the footway and a carriageway buildout to assist pedestrians in crossing Water Lane more safely. The scheme aligns with the aspirations of the Waterside Local Cycling and Walking Infrastructure Plan (LCWIP) and supports the Council’s Corporate Plan objectives relating to safe, sustainable travel and healthier communities.

Decision

On 10 August 2026, Cllr Derek Tipp, the Portfolio Holder for Planning and Economy made the following decision:

That a maximum £30,000 of held S106 transportation contributions for use within Hythe and Dibden currently allocated to project HY/T/65 be reallocated to a revised scheme in this area to deliver pedestrian crossing improvements on Water Lane, Dibden, near Noadswood School.

Any member of the Council, who is not a Portfolio Holder, who considers that this decision should be reviewed should give notice using the call-in facility at the top of this page on the Council’s intranet / extranet site. Alternatively, notice can be given to the Monitoring Officer (Matt Wisdom) (in writing or by e-mail) to be received ON OR BY 5.15 pm on 17 August 2026.

Reasons for the decision

The proposal will improve pedestrian safety for pupils, parents and the wider community, encourage walking as a mode of travel, and deliver priorities identified in the Waterside LCWIP.
