Decision

(i)        That the launch of Operation TLC, a new Borough-wide programme to restore pride in our neighbourhoods, as set out in this report, be approved.

(ii)       That the transfer of £250,000 from the Maintenance Reserve to create a TLC Revenue Fund, providing revenue funding of £50,000 per year for five years to support Operation TLC, including any staffing resource and smaller works, be approved.

(iii)     That capital funding be approved for works and investment of:

·     £350,000 in 2026/27, including the existing capital allocation for parks, railings and footpaths;

·     £250,000 annually between 2027/28 and 2031/32.

(iv)     That the monthly Big Borough Clean Up, be endorsed, to be planned and led by Borough Councillors.

(v)      That all Borough Councillors be encouraged to commit half of their Community Fund budget to Operation TLC projects in their wards.

(vi)     That delegated authority be given to the Service Director – Sustainable Environment, in consultation with the relevant Portfolio Holder, to agree the detailed programme of works within the approved budgets.
