Purpose

The decision is
seeking approval for artistic expenditure for NOVUM Festival 2026
to be managed under direct awards, using the procurement exemption
for the creation or acquisition of unique works of art or artistic
performance. Direct award is essential to the success of the
Festival and is the most appropriate route to achieve the outcomes
of the event.
