Planning permission for application reference 2025/1277/01/DET
was refused for the following reasons:
 

1. 
The property is situated within the Green Belt. The
construction of the new dwelling (annex building), extensions to
the original dwelling and garage block, and material change of use
of woodland and paddock to private garden by reason of their size,
siting, and scale, represents disproportionate additions over and
above the size of the original building resulting in substantial
harm to the openness of the Green Belt. The development and change
of use that has occurred results in a significant loss of openness
and encroachment into the countryside, contrary to the fundamental
aims and purposes of Green Belt policy as set out in National
Policy Framework and policy CS19 of the Core Strategy and Urban
Core Plan.

 

2. 
The development appears excessive, is visually
intrusive, and out of keeping with both the host property and the
wider landscape. The development does not represent a high standard
of design. As such, the application is contrary to the National
Planning Policy Framework, Policies CS4 and CS15 of the Core
Strategy and Urban Core Plan as well as Policy DM20 of the
Development and Allocations Plan.

 

3. 
The development has resulted in the unauthorised
loss of priority habitat and direct harm to a designated Site of
Local Conservation Interest (SLCI), Woolsington Estate and Adjacent
Woodlands, Woolsington TPO 08/1995. It has also led to the loss of
nesting habitat for protected and priority species, with no
adequate mitigation or compensation provided. The submitted
Biodiversity Net Gain assessment is inaccurate and fails to
demonstrate a measurable net gain. As such, the application is
contrary to Policy CS18 of the Core Strategy and Urban Core Plan
and Policies DM28 and DM29 of the Newcastle Development Allocations
Plan.
