Planning permission
for application reference 2025/1589/01/DET be granted:
i.
Subject to a section 106 agreement to secure:

Training employment plan - £2,500;
·
Parking, Refuse and Servicing Management Plan – including
term time drop off & end of term collection plan;
·
Maintenance of the proposed walkway;
·
Access to the public across the proposed walkway;
·
Open Space Contribution - £207,360;
·
Restriction od use to student accommodation;
·
Monitoring of SuDS maintenance £10,000;
·
Associated monitoring costs arising from the above planning
obligations; and
ii.
Subject to the following conditions:
1.
3 year consent;
2.
List of approved drawings;
3.
Construction Management Plan;
4.
No external refuse outside of the premises;
5.
Cycle Parking Delivery;
6.
Highway Works agreed and implemented before occupation;
7.
Surface water drainage scheme;
8.
SUDS Management and maintenance;

Drainage Validation – Prior to occupation;
10.Site investigations;
11.Declaration that the site has
been made safe with regards to mining activity;
12.Lighting strategy;
13.CCTV;
14.PD rights removed restricting
telecommunications apparatus;
15.Layout and retention of amenity
space;
16.Materials;
17.Details of landscaping;
18.Timing of planting;
19.Findings of acoustic assessment
are implemented;
20.Acoustic floating floor is
implemented;
21.Demolition method statement;
22.Site characterisation;
23.Submission of remediation
scheme;
24.Implementation of approved

25.Reporting of unexpected

fenestration;

iii.
It was also agreed that delegated authority be given to the
Assistant Director Planning, in consultation with the Chair and
Vice Chairs of the Planning Committee, to amend, add or omit
conditions where appropriate, to ensure the application complies
with relevant development plan policies and national planning
guidance.
iv.
It was also agreed that in the event that a satisfactory
section 106 agreement covering the issues raised above is not
received by 31 March 2026 that the application be refused for its
failure to make adequate provision in this regard contrary to
Policy DEL1 of the CSUCP unless an extension of time is agreed to
the satisfaction of the Assistant Director Planning in consultation
with the Chair and Vice Chairs of the Planning Committee.

It was also agreed that delegated authority be given to the
Assistant Director Planning, in consultation with the Chair and
Vice Chairs of Planning Committee, to amend, add or omit conditions
and heads of terms of the section 106 legal agreement, where
appropriate, to ensure the application complies with relevant
development plan policies and national planning guidance.
