ii.
Subject to the following conditions:
1.
Details of reserved matters (appearance, landscaping, layout, and
scale) to be submitted within 5 years; development to commence
within 2 years of the approval of the last reserved matter;
2.
Development to be carried out in accordance with approved
drawings;
3.
Details and implementation of play park;
4.
Submission of Construction Environmental Management Plan;
5.
Phasing Plan Implementation;
6.
Submission of Lighting Scheme and Details;
7.
Not less than 75% of all dwellings hereby permitted shall have 3 or
more bedrooms;
8.
Bat and Bird Box Installation;
9.
Submission of Working Method Statement;
10.Details of Hedgehog
Highways;
11.Approval and monitoring of
Habitat Management and Monitoring Plan;
12.Final Travel Plan
submission;
13.Undertake a Road Safety Audit
and submit detailed design of proposed access;
14.Landscaping Species Restrictions
for safeguarding to prevent the creation of bird-attracting
features at Airport;
15.Submission of a Glint and Glare
Assessment if PV panels are required;
16.Prior to submission of any
Reserved Matters details and commencement of development a
strategic drainage scheme to be agreed and implemented. Drainage
and SuDS details submitted as part of any future Reserved Matters
application to be based on the approved comprehensive
masterplan;
17.Prior to commencement of any
development on the main Brunton Lane site, construction of the
surface water drainage connection to the ‘Kingston
Village’ surface water drainage network shall be
built;
18.Details of all management and
maintenance of all drainage components;
19.Verification report submitted
once all drainage has been implemented;
20.Submission of Archaeology
Excavation, recordings and post excavation report;
21.Submission off the Building
recording to record the World War I ranging station;
22.Preparation and submission of
Watching brief, then Watching brief
report;
23.Submission of Archaeology
Publication Report;
24.No ground works or development
work shall take place until fencing has been erected to exclude the
WWI ranging station;
25.Within six months of the
completion of the historic building an Interpretation Panel
detailing to be submitted;
26.Landscape Maintenance and
Replacement;
27.No development (including site
clearance) shall commence until protective Tree and Hedge fence is
installed;
28.SuDS and Landscape
Integration;
29.Highways Improvement Scheme and
its implementation;
30.With each application for the
approval of reserved matters relating to layout, an up-to-date
acoustic assessment for that phase of development shall be
submitted to and approved;
31.Site Characterisation for
contamination;
32.Submission of Remediation
Scheme;
33. Implementation of Approved remediation Scheme;
34. Reporting of Unexpected Contamination;
35.Coal mining investigations and
remediation;
36.Validation of remediation
works.
37.Swift bricks to be provided.
iii.
It was also agreed that delegated authority be given to the
Assistant Director Planning, in consultation with the Chair and
Vice Chairs of Planning Committee, to add, omit or amend conditions
and/or the terms of the S106 where appropriate, to ensure the
application complies with relevant development plan Policies and
national planning guidance.
iv.
It was also agreed that in the event that a satisfactory
section 106 agreement covering the issues raised above is not
received by 31st October 2026 that the
application be refused for its failure to make adequate provision
in this regard contrary to Policy DEL1 of the CSUCP unless an
extension of time is agreed to the satisfaction of
the Assistant Director Planning in consultation with the
Chair and Vice Chairs of the Planning Committee.
