Purpose

To seek approval for the granting of a land license for the use of Town Moor to NAAM, for parking cars and to William Clark to hold a fun fair for the Mela event on Sunday 30 August and Monday 31 August 2026.

Decision

  i.  Approve the grant of a Land License to NAAM, permitting short use of the land as a car park and a Land Licence to William Clark permitting short use of the land as a fun fair, from Friday 28th August 2026 for set up until the event starts on Sunday 30 August 2026 until Monday 31 August 2026, de-rigg and clear site until Tuesday 1 September 2026.

  ii.  Authorise the Assistant Director Law and Governance to issue and complete the license.
