Purpose

To establish a subsidy scheme under the Subsidy Control Act 2022. This will facilitate the award grants under the Newcastle Clean Air Zone programme in a manner compliant with subsidy control law.

Decision

The decision maker is recommended to:

i.  Approve establishment and publication online of the subsidy scheme: ‘Newcastle City Council Clean Air Zone Acceleration Grant Programme Subsidy Scheme 2026 – 2030’.

ii.  Publish the scheme conditions on Newcastle City Council website.

iii.  Enter details of subsidy scheme onto the National Transparency Database. Further to this, the scheme can be applied to grant awards which satisfy the scheme conditions.
