To waive the request for waiver and award the
contract to Drystone Property Care Ltd for the damp prevention
works at the Former RoyalMail building Ilfracombe.

Reasons for the decision

With this RFW I include a copy of the
specification or brief which has been prepared for this contract
and which details the goods, services and/or works which will be
provided.

North Devon Council are seeking to appoint a Damp/Waterproofing
Remedial Specialist to undertake, inspection, testing, design and
all necessary on site remedial damp proofing/tanking works required
to rectify the current water ingress and damp issues found at the
Basement and Ground Floor of the former Post Office Building at
37–38 High Street, Ilfracombe, EX34 9DA.

Alternative options considered

I can confirm that I have sought all relevant
procurement advice and consider that it is appropriate that this
requirement be waived for the following reason:

NDC ran a procurement exercise to seek contractors for this
project. Only one of the five contacted returned a quote. The work
is specialized and requires a 10 year insurance back guarantee,
which means there are limited numbers of competent contractors in
the South West. NDC have never employed Drystone but the appointed
architect, for the wider healthy homes project, has used them with
success.
