To Waive the Request for Waiver - and award the contract to Chipper Hire SW Limited in relation to Hire and installation of matting at Seven Brethren Car park

Reasons for the decision

SPONS Civil Engineering and Highway Works Price Book 2026 provides an industry rate of £3.50 to £5.00 per square metres per week for hiring the mats as ‘temporary trackway’ (as the mats we specified are generally used for that purpose), this is excluding transport and labour. Considering the industry rates, the total expected cost would be £28000 - £40000. Adding transport cost for combined weight of 109 tonnes would be around £3500. Installation and recovery would be around £4000 (Based on day rates for 2 person and 1 forklift) Hence, the total estimated cost of hire for 4000 sq m site for 2 weeks would be £35500 - £47500. Therefore, the received quote of £18300 is a suitable price. Also, due to urgency to supply specialist product prior to the fair scheduled 4 weeks from the decision.
