To waive the request for waiver and award the contract to Freedom Community Alliance in relation to the procurement of 4 Units of Flexible Accommodation attached to the Rough Sleeper Service

Reasons for the decision

To procure 4 units of flexible accommodation via Freedom Community Alliance to meet service demand for rough sleepers and achieve the MHCLG mandate that people sleeping rough have a route off the streets before Christmas this year.

I can confirm that I have sought all relevant procurement advice and consider that it is appropriate that this requirement be waived for the following reason:
3. NOTIFIABLE BELOW THRESHOLD CONTRACTS

I can confirm that, despite non-compliance with the requirements of paragraph 12.1 of the Contract Procedure Rules the award of this contract to the above supplier will be best value for the Council for the following reason(s):
Freedom Community Alliance are the only support provider in North Devon who are able to provide the bedspaces within the delivery timeframe.
