The Chair welcomed Members, Officers, Applicant, Environment Protection Officer and Other Persons to the hearing.   Councillor Alistair Willoughby proposed and Councillor Steven Patmore seconded, and it was:   RESOLVED: That Councillor Alistair Willoughby be appointed as the Reserve Member for this meeting of the Licensing Sub Committee.   The Sub-Committee noted the hearing procedure.
