Decision

To seek approval from the Chief Finance officer to accept the Greater Lincolnshire Combined County Authority (GLCCA) devolved funding allocation for North Lincolnshire Council's Adult Education and Community Learning Service (AECL) for the 2026-2027 academic year.

Reasons for the decision

A decision is required to accept the GLCCA Devolved Adult Skills and Tailored Learning funding for the 2026–2027 academic year for AECL. The total amount will be: £1,202,990.25 and this will be split into two separate funding streams – see table below. This funding will enable the AECL service to deliver a range of qualification and non-qualification courses and programmes to adults in North Lincolnshire (aged 19+ with a permanent address and lived in the UK for three years with exceptions of refugees and asylum seekers). Delivery will be aligned to the AECL Curriculum Intent Plan, see Appendix 2.
Adult Skills - £382,473.00
Tailored Learning - £820,517.25
Free Courses for Jobs - Level 3 (FCFJ) - £0.00
Total - £1,202,990.25

Alternative options considered
