Purpose

This Record of Decision relates to the approval given by the Director of Resources to exercise his E.32 delegation as set out in the Authority’s Financial Regulations (June 2025) to accept the Grant Funding referred to in the report and to agree to the Authority entering into the Grant Funding Agreement (GFA) with the North East Combined Authority.

Agreeing to accept the Grant Funding and to the Authority entering into the GFA will enable the Authority to receive a capital grant of £698,591.09 from the North East Combined Authority’s Bus Service Improvement Plan (BSIP) allocation.

The Grant will be used to deliver a transport scheme at the A191 Benton (Asda) junction which includes measures such as amending the traffic signals and repurposing existing carriageway space to provide a staggered crossing arrangement. This will support the operation of the junction and thereby assist the reliability of local bus services.

The works will be delivered through the Authority’s partnership with Capita for the delivery of transport schemes.
