Purpose
ummary:
This report seeks agreement from the Director of Regeneration and Economic Development to implement a primarily digital, account-based parking permit management system with supported access, replacing the current hybrid model of digital and paper permits.
The proposal represents a modernisation of the Authority’s parking services, aligning with the Authority’s Digital Strategy priorities. It will remove physical permits and postal communications, replacing them with automated notifications and a 24/7 customer self-service portal.
The change will generate recurring savings of approximately £24,900 per annum, offsetting the initial implementation cost of purchasing the software, and delivering a net positive financial position from Year 2 onwards. In addition to financial benefits, the proposal will improve service reliability, reduce administrative demand, strengthen fraud controls, and enhance customer experience.
