Purpose

To approve headline allocations of highway maintenance capital funding for 2027/28 and
approve new schemes to be added to the Highways Capital Forward Programme (HCFP).

Decision

Additions to the Highways Capital Forward Programme for Structural Highway Maintenance identified since the last Highways Capital Programme report dated 26 September 2025 are approved.

Reasons for the decision

The recommendations will enable Council officers, working alongside NYH and partner organisations to finalise designs and deliver the schemes listed in Appendix A with expected delivery start dates within 2026/27 financial year.

Alternative options considered

The option of not including the schemes was considered and rejected because it would prevent the additional schemes being started or fully delivered within the 2026/27 financial year.
