Decision

In accordance with the decision of Executive at its meeting of 18 November 2025:
the Corporate Director – Environment, in consultation with the Corporate Director – Resources, the Assistant Chief Executive Legal and Democratic Services, the Executive Member for Highways and Transportation and the Executive Member for Finance to:
i. authorise the acceptance of the full grant of £11,006,970 from West Yorkshire Combined Authority (WYCA) and to enter into the associated grant agreement;
ii. acknowledge that the scheme remains within the overall budget reported to Executive in November 2025 and note this is largely due to reductions in the overall contract sum and a reduced contingency budget along with the reduction of the grant applied for and awarded from the York and North Yorkshire Combined Authority from £2,000,000 to £1,200,000 and to authorise the acceptance of this revised grant and enter into the associated grant agreement;
iii. agree to enter into the construction contract to deliver the Harrogate Transforming Cities Fund (TCF) project with NY Highways (NYH) as detailed in this report
iv. authorise the appointment of Council officers as New Engineering Contract (NEC) 4 Project Manager and Supervisor for the Harrogate TCF project.
[Not open to call in following implementation of earlier decision.]

Reasons for the decision

To enable delivery of the Harrogate TCF Project.

Alternative options considered

To not accept funding and/or proceed with scheme: Harrogate TCF project will not be delivered and none of the outcomes realised.
Seek alternative contractor to deliver the scheme: as a Teckal company of NYC the contractor provides best value for money and contractual flexibility.
