The Licensing Driver Panel is a sub-committee of the Licensing Committee responsible for making decisions on applications and renewals for Hackney Carriage/Private Hire Driver and Vehicle licences, as well as Private Hire Operator licences. It specifically handles cases referred by officers, particularly those involving convictions, cautions, warnings, or other relevant information that may affect suitability.

The panel also reviews existing Hackney Carriage/Private Hire Driver and Vehicle licences, and Private Hire Operator licences. Its decisions are based on council guidelines and aim to ensure the suitability of licence holders and operators within Oldham.
