Purpose
The Council’s Waste Management Service
(“WMS”) is seeking request to award a ‘call off
contract’ to the most economically advantageous tender based
on Quality, Social Value and Price following a further competition
exercise on the ESPO Procurement Framework for the purchase of
standard domestic wheeled bins in line with the approved ’
Procurement of Waste Collection Receptacles Strategy.

Which confirms the intended strategy including the plan to propose
a further competition award for standard domestic bins, via ESPO
Framework providers. This has been completed and assessed 50% upon
Quality responses including supply lead times, 40% on price, with
10% on Social Value.
Reasons for the decision
Option 1
Approve the award of this contract outlined at 2.3 above from ESPO
Framework further competition promptly and receive bins required to
before the existing stocks are depleted.
Option 2
Do not approve the award to the cheapest supplier and continue to
procure directly via the framework at a C. 15% increased
cost.
Option 3
Do not approve the purchase.
