Purpose

This report seeks approval to accept the most advantageous tender (MAT) submission in relation to the refurbishment and reconfiguration of the public WC facilities at The Boathouse Café, Alexandra Park. Approval is also sought for the required budget and to enter into a contract with the preferred bidder.

The existing facilities are in a poor state and require upgrading to current standards to meet the requirements of The Equalities Act 2010 as a minimum.

The WCs are currently independent of The Boathouse Café and accessed externally only, with no direct access from the café. At present these facilities are managed by the Council’s park team who report that they are subject to anti-social behaviour.

The proposed works include reconfiguring the facility to create an access between the WC and adjoining café which would enable controlled access and use. This has already been agreed within the heads of terms, with the tenant being responsible for all future repairs and maintenance.

Decision

RESOLVED - That:
1.Approve the required budget of £70,977.30 to deliver the tendered works.
2. Accept the Most Advantageous Tender (MAT) for the refurbishment and reconfiguration of the toilet facilities.
3. Approve the appointment of Retroserve Ltd and authorise entry into a contract for the tendered works.
4. Delegate authority to the Borough Solicitor to finalise and execute all necessary legal documentation.

Reasons for the decision

Option 1 - accept the tender submitted by Retroserve Ltd (recommended). This option would allow the Council to appoint the preferred bidder under the published form of contract. It directly supports the Council’s Creating a Better Place programme by enhancing the provision for people of the borough.
Option 2 - This is not considered a viable option as the WC facilities are in a poor state and requires an upgrade to meet the requirements of The Equalities Act 2010 as a minimum. Not progressing with the works will lead to continued misuse and potential closure of the WC facility.
