Decision

The vote, undertaken by way of a show of hands, was carried.

RESOLVED

(a)  That the progress made in delivering the Transport Compliance Improvement Programme and the actions taken to address the findings arising from the independent compliance review of the Council's Heavy Goods Vehicle operations, be noted.

(b)  That the Terms of Reference for the Transport and Fleet Compliance Improvement Programme Board, be noted, and that any agreement on final terms are to determined by the Chief Executive, be noted.

(c)  That it be noted that a report on the Passenger Carrying review would be presented to the Governance and Audit Committee in December 2026.  

(d)  That it be noted that a further detailed update on progress against the Heavy Goods Vehicle improvement programme would be presented to the Governance and Audit Committee in December 2026, to provide assurance regarding the sustainability of the improvements delivered and evidence of continued compliance.
