DECISION

That the proposal to adopt and implement the PARCH/CARES Organisational Values Framework across Pembrokeshire County Council, embedding the values within leadership, workforce practices, decision-making and service delivery, be supported.

Reason for Decision: The introduction values would provide the Council with a clear behavioural framework that supports its strategic objectives, strengthens organisational culture, and promotes consistency in how employees work, collaborate, and serve residents.

By embedding these values throughout the employee lifecycle, including recruitment, performance management, leadership development, and recognition, the Council can foster a more engaged, accountable, and resident-focused workforce while reinforcing ethical standards, improving service delivery, and supporting organisational change.
