Decision

The vote, undertaken by way of a roll call, was carried. The votes were recorded as follows:

For the Motion: Councillors Tessa Hodgson, Michelle Bateman, Alistair Cameron, Jon Harvey, Paul Miller, Rhys Sinnett, Sam Skyrme-Blackhall and Marc Tierney. [8]

There were no votes against or abstentions.

DECISION

(a)  That the Quarter 1 Budget Monitoring Report (revenue, capital, reserves, budget savings, revenue collections and treasury management) for 2026-27 be approved

(b)  That the virement of the Fleet rebase adjustment to appropriate service budgets as shown in Section 3.3.4 be approved

(c)  That a moratorium on all non-essential expenditure (and any essential expenditure determined by the Chief Executive or Chief Finance Officer) in accordance with Financial Procedure Rule 17.3.5.6 be commenced.

Reason for Decision: To comply with the Council’s Financial Procedure Rules 3.5.1 (c), 3.5.6, 3.7.4, 4.7.4.
