Purpose
To enter into a Delegation Agreement with Cambridgeshire
County Council to who will set up a Section 75 Agreement with CPFT
to deliver a single service across Cambridgeshire and
Peterborough.
Decision
The Cabinet Member:
1.
Authorised the continuation of the
Individual Placement Support Service for 2025-2026 across
Peterborough Local Authority funded through the Office for Health
Improvement and Disparities.
2.
Authorised the delegation of
function to Cambridgeshire County Council (CCC) to act as the lead
authority for commissioning the Individual Placement Support (IPS)
Service aligned to the drug and alcohol treatment services across
Peterborough. PCC shall enter into a Delegation Agreement with CCC
to continue the function up to the 31st of March 2026 with a total
value of £107, 961.60 per annum, and to include an option to
extend for two further periods of 12 months each, conditional upon
PCC receiving further grant funding for this purpose. The
delegation shall commence upon this report becoming
effective.
3.
Endorsed that CCC, as the lead
authority, for the commissioning of the IPS Service, will enter
into a section 75 partnering agreement with Cambridgeshire and
Peterborough Foundation Trust, for the delivery of this function
across Peterborough and Cambridgeshire for the duration of the
PCC’s delegation only.
4.
Authorised the Director Public
Health to exercise the option to extend the Delegation Agreement
for the first and second 12-month extension period upon PCC being
allocated grant funding from the Office for Health Improvement and
Disparities (OHID).
