Purpose
The Cabinet Member approved the
mechanism by which the council has introduced a resident only
permit scheme for all vehicles using Peterborough Household
Recycling Centre (HRC).
Reasons for the decision
It is anticipated that the actions
detailed within this report will increase recycling, reduce
residual waste and ensure capacity for Peterborough residents is
available whilst reducing traffic congestion around the HRC in
Fengate.
Alternative options considered
1.
Do nothing has been ruled out as
the council has already committed to restricting across to the HRC
to Peterborough residents and it would have negative financial
implications if this project had not been implemented.
2.
Alternative options were explored
during the development of the e-permit scheme, including allowing
multiple vehicles per household and relying solely on ID checks
upon arrival at the Household Recycling Centre (HRC). However,
checking ID was not considered a viable option, as it would not
provide the same level of control or data accuracy. Additionally,
the Council already had software in place for managing van and
trailer permits. Expanding this existing system to include cars
incurred no additional cost and offered a consistent, efficient,
and scalable solution.

The decision to limit each
household to one active vehicle at a time was made to simplify the
application process and reduce administrative burden. Requiring
residents to submit proof of vehicle ownership for multiple
vehicles would have significantly slowed down the application
process and increased the need for manual verification by council
staff. The one active vehicle-approach strikes a balance between
accessibility and operational efficiency, while still allowing
residents to update their vehicle details as needed.
