support solution.

Decision

Cabinet delegated authority to the
Executive Director of Corporate Services, to authorise the award of
a contract for the works relating to the RAAC (Reinforced
Autoclaved Aerated Concrete) mitigation at the Town Hall, subject
to approval by procurement, finance and legal services, which is in
accordance with the procurement regulations and the council’s
contract rules.

Cabinet also considered a
recommendation from the Economy, Inclusive Growth and Environment
Scrutiny Committee, made at its meeting of 10 July 2025, for the
decision to be ‘reasonably delayed’ until a full report
was presented to the committee which includes the long-term plans
for the Town Hall.

 

Cabinet did not accept this
recommendation and was of the view that there was an urgent
requirement to make the Town Hall safe given the potential severe
consequences of not doing so.  It was noted that the building needed to be
made safe regardless of the Council’s long-term plans for
it.
