Purpose

Peterborough City Council (PCC)
currently delegate provision of adult social care services for
those with mental health needs to Cambridgeshire and Peterborough
Foundation Trust (CPFT) via a Section 75
Agreement.  From April 2026, our current arrangements with
CPFT will expire and a new agreement will be required to continue the partnership. This report seeks
approval to enter into a new S75 agreement with CPFT to ensure
residents continue to have access to integrated clinical and care
services beyond April 2026.  

Decision

 Cabinet RESOLVED to:

1. Approve the Council entering
into a new section 75 partnering agreement with the Cambridgeshire
and Peterborough Foundation Trust, whereby the NHS body shall
exercise the Council’s prescribed function for the delivery
of Adult Social Care Social Work Services for those with Mental
Health Needs for a period of one year, with two optional one-year
extensions (1+1+1).

2. Approve the annual value of the
section75 partnering agreement of £1,829,567, and the total
cost, should all extensions be utilised, an estimated
£5,488,701 (exclusive of discretionary annual uplift in line
with inflation, for which separate governance shall seek authority
to implement uplifts).

3. Delegate authority to the
Executive Director Adult Services to exercise the option to extend
the section 75 partnering agreement for each one.
