Purpose

Authorisation of the 2026/2027
Transport Capital Programme of Works and direct award of works to M
Group LTD utilising the existing Peterborough Highway Services,
Term Service Contract. 

Decision

Cabinet RESOLVED to:

•        
NOTE

1.    
The work undertaken to date on the
development of the Highways and Transport Capital Programme of
Works 2026/2027 and that the programme is funded in full through a
grant in standard terms from the Cambridgeshire and Peterborough
Combined Authority (CPCA).

2.    
The Board of the CPCA will
consider the grant allocation at its meeting on 18 March, following
which on 20 March the grant allocation decision will be submitted
to central government (Department for Transport) to facilitate
payment.

3.    
That delaying decision making
until the next cabinet meeting would have resulted in a delay in
highway works being commissioned until late April or early May 2026
resulting in a delay in works commencing.

APPROVE

1.    
The delivery of the Highways and
Transport Capital Programme of Works as set out in para 2.6,
conditional upon the Council entering into a Grant Funding
Agreement with Cambridgeshire and Peterborough Combined Authority
(CPCA) that fully covers the external funding required for the
programme.

•        
AUTHORISE

1.    
The Executive Director for Place
and Economy, following consultation with the Executive Director for
Corporate Services and Section 151 Officer and Interim Director of
Law and Governance, to finalise and enter into the Grant Funding
Agreement, provided that the terms do not expose the Council to
unfunded financial risk.

2.    
Authorises direct award of the
works to M Group Limited, utilising the existing Peterborough
Highways Term Service Contract, for a total sum not exceeding
£8,936,000.
