Purpose
Approval sought to award £1m of highways improvement works to M Group using the Highways Term Services contract. This is a corporately funded project to improve highways that have been damaged by the effects of extreme weather. Allocation of corporate funding was approved in the 2026/2027 budget.
Decision
Cabinet unanimously RESOLVED to:
- Award works to M Group Highways Limited utilising the Peterborough Highways Term Service Contract for the delivery of the Extreme Weather project.
- Authorise the Executive Director, Place and Economy, to vary the scope of
the works when required to cover other related highway works.
Alternative options considered
A full procurement exercise could be completed to appoint an alternative contractor to deliver the works. However, this option was discounted due to the time and cost associated with undertaking such an activity. Additionally, if the project was delivered by an external contractor the Council would not benefit from the financial rebates agreed in the Peterborough Highways Services Term Service Contract.
Alternatively, we could choose not to deliver the project. If the project is not delivered roads will continue to deteriorate and could potentially become impassable; leading to closure. This would impact the broader Peterborough road network and lead to congestion and increased journey times.
