Purpose

The Cabinet Member

1.   
Peterborough City Council (PCC) entering into a Collaboration
Agreement with Cambridgeshire County Council (CCC) to commence on 1
September 2024 for a period of up to five years (to be reviewed
annually) to govern shared pieces of work between the local
authorities where it is in the interests of each Council to
maximise health improvement opportunities and Public Health
leadership across the system following separation of the Public
Health shared service. 
 

2.   
The variation of all existing Public Health Delegation &
Partnering Agreements between PCC and CCC that shall continue post
separation (until the period of delegation naturally
expires).  The modifications shall reflect the
separation of the Public Health shared service and clarify each
authority’s obligations post separation.
 

3.   
PCC entering to a Data Sharing Agreement with CCC to commence
on 1 September 2024 to govern the management of data created
throughout the period of the Public Health shared service. 
The Data Sharing Agreement shall be reviewed on an annual basis by
representatives from PCC and CCC. 
 

4.   
The continuation of s.113 agreements (by virtue of the Joint
Working Agreement that operates between PCC and CCC) in relation to
Public Health employees throughout the period of transition (1
September 2024 to 31 March 2025) which will enable staff to ensure
any final arrangements are completed in relation to specific pieces
of work that are inflight at the point of separation of the Public
Health shared service. 

 

5.   
Delegate authority to Director of Public Health, in
consultation with the Director for Legal and Governance and the
Executive Director for Corporate Services, to negotiate and enter
into any legal documentation reasonably required to facilitate the
transition of the shared Public Health directorate to
PCC.
