1.   
The development of a charging policy framework to charge a flat
rate for 'assisted transport', for residents who cannot meet their
own transport needs and have no other means of accessing a service
without transport being provided/arranged by the council, ensuring
that residents are treated equitably.
2.   
To move from the existing practice of re-charging a subsidised rate
to external bodies funding Portsmouth residents to attend in-house
day services and introduce a full cost recovery model.
