1.   
Agreed that Adult Social Care (ASC) move to a market-led rate to
encourage best value.

2.   
Agreed that ASC manage the risk to quality of care and care worker
pay by setting a minimum rate of £21 and maximum rate of
£24.40 (the current rate).

3.   
Delegated authority to the Director of Adult Social Care, (ASC) in
consultation with Finance Manager for Adult Social Care to adjust
annually, (commencing financial year 2026-27) to uplift minimums
and maximums in line with any uplift awarded to packages of
care.

4.   
Agreed that ASC implement PAMMS as a system to develop quality.

5.   
Agreed that ASC focus the tender on local providers and ensure that
the design affords flexibility and helps local providers to
maintain a sustainable business.
