Purpose

To provide an update and seek approval to the
scope, progress and investment forming the Delivering Change in
Horley Town Centre programme.

Decision

RESOLVED –
that the Executive agrees to:
 
(i)            
Note progress in relation to the Delivering Change in Horley
Town Centre programme.
(ii)          
Note changes in the scope of the constituent projects and how
they are being progressed.
(iii)        
Note the substantial match funding that has been secured to
deliver the constituent projects within the programme and the
allocations across the programme.
(iv)        
Amend the capital programme to allocate a total of £0.448m
in 2024/25 and £1.146m in 2025/26 for the constituent
projects as set out in this report.
(v)          
Authorise the Head of Place Delivery in consultation with the
Chief Finance Officer, Portfolio Holder for Place, Planning and
Regulatory Services to enter into a Collaboration Funding Agreement
with Surrey County Council to jointly fund and deliver the Public
Realm Improvements, Wayfinding and Signage, and Subway
Refurbishment projects.
(vi)        
Note that the future development of the Development Management
Plan (2019) site allocation, HOR1, High Street
Car Park, will be considered as part of the Council’s
emerging Development Strategy.
