Purpose

On 18 November 2021 Executive resolved
to:
(vii) Authorise the Head of Place Delivery in consultation with the
Executive Member for Neighbourhood Services and the Executive
Member for Planning and Place Delivery to award, finalise, agree,
sign and execute construction contracts relating to the
project.
(viii) Authorise the Head of Place Delivery in consultation with
the Executive Member for Neighbourhood Services and the Executive
Member for Planning and Place Delivery to alter the scope of the
works as necessary, should further project funding be secured or if
necessary, to ensure that expenditure remains within the budget set
out the in the exempt part of this report.

The Council has undertaken a comprehensive tender exercise and now
wishes to appoint a main contractor to undertake works to Merstham
Rec.

The Council’s Five-Year Plan provides a commitment to invest
in Council owned parks and recreational facilities and to improving
the lives of those who live in Merstham.
At its meeting on 18th November 2021, Executive approved a Master
Plan for Merstham Rec and approved the phased implementation of the
refurbishment.
Following planning permission being secured and a comprehensive
tender exercise, a contractor has now been selected to undertake
the main works.

The Executive Member for Environment & Sustainability and the
Executive Member for Planning Policy and Place Delivery have all
been consulted.

Decision

That the Head of Place Delivery awards a
contract to Blakedown Landscapes (SE) Limited for works to
refurbish Merstham Recreation Ground. Subject to further funding
being secured to instruct either Blakedown or another sub
contractor(s) to undertake additional works.

Alternative options considered

Option 1 - To approve the award of the
contract. Recommended, for the reasons set out within this decision
notice.
Option 2 - To not enter into a construction contract – not
advised due to the need for a comprehensive refurbishment of
Merstham Rec.
